Global Programs Analyst (USTDA)

Ascendant is currently recruiting qualified candidates for a full-time analyst position linked to a five-year contract we hold with the U.S. Trade & Development Agency (USTDA).  USTDA links U.S. businesses to export opportunities by funding project preparation and partnership building activities that develop sustainable infrastructure and foster economic growth in partner countries.

The Program Analyst will support USTDA’s Office of Global Programs in fulfilling their operational, administrative, programmatic, and reporting requirements.  The Office of Global Programs Office manages USTDA’s program funding commitments across the agency’s regional departments, as well as cross-cutting programs including the Global Procurement Initiative (GPI) and inter-agency strategic partnerships. 

Program Analyst duties will include substantive research, analytical, evaluation, and administrative support for the GPI Program.  Operational and administrative support will also include drafting budgets and inter-agency agreements, action memoranda, tracking contracts and logistics for overseas staff, and supporting annual agency-wide strategic planning and external reporting efforts.

This position is based in Arlington, VA and is metro accessible (Rosslyn).

Qualifications

  • Bachelor’s degree is required; a Master’s degree is a plus

  • 1-3 years professional experience in a similar capacity

  • Ideal candidates will have education backgrounds and interests in International Relations, International Development, Public Administration, International Trade, Economics, Technology, and other related fields of study

  • Excellent writing and communication skills

  • Prior experience with budget monitoring and contract administration is desired

  • Ability to analyze programs and processes to determine effectiveness

  • Ability to operate independently to complete tasks and succeed in a fast-paced environment

  • Proficiency with all Microsoft Office Tools including Word, PowerPoint, Outlook, and Excel

  • Proficiency in conducting internet research, as well as utilizing databases

  • Must be detail-oriented and be able to format professional-grade documents for public dissemination

  • Must have strong writing skills to draft and edit reports, letters and other forms of correspondence

  • High degree of organization and time-management skills

  • Applicants should demonstrate enthusiasm, initiative, flexibility and the ability to multitask

  • Candidates must be able to obtain a Secret level security clearance with the U.S. Government. A public trust background check with the U.S. Government must be completed prior to starting work.

MENA/EE Research Analyst (USTDA)

Ascendant is currently recruiting qualified candidates for a full-time Research Analyst position linked to a contract that we hold with the U.S. Trade & Development Agency. The Research Analyst will perform substantive research, analytical, evaluation, and administrative support functions for the U.S. Trade and Development Agency’s programmatic work in the Middle East, North Africa, Eastern Europe and Eurasia region with a focus on energy sector projects. This position is based in Arlington, VA and is metro accessible (Rosslyn).

Qualifications

  • 1-3 years professional experience in a similar capacity

  • Bachelor’s degree is required; a Master’s degree is a plus

  • Ideal candidates will have education backgrounds and interests in International Relations, International Development, Public Policy, International Trade, Economics, Technology, and other related fields of study

  • Regional and/or energy sector knowledge and experience is a plus

  • Foreign language skills are a plus.

  • Ability to conduct sophisticated research using numerous resources

  • Ability to compile and analyze data and provide recommendations based upon statistical analysis
